How to find out those users which have two different access right in postgresql

I have one table which is (users_group) in this group there is different group name like (Personnel,Finance,Report) and etc,i have mapped one user to these mentioned groups and other users just have one of these groups how should i found those that user which have access to the above 3 groups.
